Elderly Waiver
The Elderly Waiver is a Medicaid Waiver that offers a variety of support services to seniors who wish to age in place. To help seniors maintain a comfortable living environment within the community, this program may pay part or all of the costs associated with:
- Adult day care
- Assisted living
- Adult foster care
This program offers a self-directed care option that allows seniors to hire family members, friends, or adult children to provide many of these services.
While all Saint Paul residents applying for this waiver must already qualify for Medical Assistance, the financial limits are slightly different. To qualify, seniors must be at least 65 years old and earn no more than 300% of the Federal Benefit Rate. In 2019, that works out to $2,313 per month for an individual. Married couples are considered individually so both may have an income up to the monthly maximum. In addition, an assessment must show medical necessity for a nursing home level of care and that the services provided in-home will be more affordable than nursing home placement. Community Access for Disability Inclusion Waiver
To qualify, new applicants must be under age 65, certified as disabled by a state agency or the Social Security Administration, and meet specific income limits. New Perspective Highland Park has gone above and beyond to limit the spread of COVID-19 on campus, implementing precautions as advised by the Centers for Disease Control to keep staff and residents safe from infection.
Staff are required to wear masks on campus, and residents must socially distance themselves while participating in community events. The community is encouraging improved hygiene among staff and residents, like regular hand-washing.

If you are a senior who is very independent and needs absolutely no services you may do okay here. If you are requiring any type of assistance this is not the place for you and I would avoid it. There are a few staff who are incredible but the other staff feel very superficial and like they are there to do a job and they are not very invested in the well being of the residents. It just did not seem like a very tight nit community.
I really wanted to like this place. It is beautiful. I had hoped it would be a good fit for my dad with dementia. The nursing staff are overworked and communication is poor. The poor communication and lack of follow through lead to a number of incidents, including a potentially lethal medication error- I had to report the facility to the state. Read the lease closely! The Waters is outrageously priced and provides lower quality care compared to other assisted living facilities. We were required to pay for 6 weeks of rent after my dad moved out due to needing a higher level of care with specific requirements that The Waters couldnt provide. I spent thousands on rent after he moved out for care he did not receive. I didnt realize how bad the Waters was until I toured many other facilities and ultimately moved my dad. Im so glad I moved him and so frustrated by the financial burden The Waters has imposed on our family.
