Applying For Medicaid In Illinois

ARLENE AND LARRY DUNN, both music aficionados, had always been fans of two ensembles at the Oberlin College Conservatory of Music. So, the Dunns put the retirement community Kendal at Oberlin on the top of their list after they began looking for a new home. In addition to having a rich cultural life, the Dunns could audit Oberlins classes free and attend lectures. Last year, the Dunns sold their home in rural LaCrosse, Ind., and moved to the college community in neighboring Ohio.
We love being around young people, said Ms. Dunn, who is 71. And Oberlin is a very active community.
Like the Dunns, many other retirees are opting for college retirement communities, where they can take lifelong learning courses, mentor college students and even get a degree. Though exact estimates vary, there are now about 60 college retirement communities in the United States, like those near Stanford, Notre Dame and Penn State.
As baby boomers retire in large numbers, these communities will experience significant upticks in popularity, said Andrew J. Carle, an assistant professor at George Mason University in Fairfax, Va., and a senior-housing expert. People want intellectually stimulating environments, he added.
There are lower-cost options, too, that dont include higher levels of care.
Senior Living Laws And Regulations In Illinois
Note: All these rules typically apply to non-clinical senior living facilities, such as independent living, assisted living, and memory care facilities. Nursing homes and other senior living facilities with a clinical setting may have additional or slightly different requirements and regulations.
Senior living communities in Illinois are overseen, licensed and regulated by the Illinois Department of Public Health. Under IllinoisAssisted Living and Shared Housing Establishment Code, all facilities that advertise themselves as providing assisted living services must carry a valid state license. To maintain a license, each facility must meet the states best practices guidelines for physical facilities, staff training and operating procedures. All facilities are subject to inspection, and they must adhere to strict continuum of care guidelines to remain licensed.

Can You Use Medicare To Pay For Senior Living In Illinois
Unfortunately, Medicare does not cover the cost of assisted living, independent living, or memory care. Unlike nursing homes, these care types are not considered to be clinical settings and so are not eligible for Medicare coverage. That being said, those who live in these communities can still use Medicare to cover the cost of approved medications, doctor visits, medical equipment, etc.
When it comes to nursing home care, it gets much more complicated. Medicare does provide limited coverage for a qualified stay in a nursing home,but there are strict rules and requirements of which you should be aware. This benefit is available to seniors who have been hospitalized for at least three days, excluding the date of discharge.
Once youve met the hospitalization requirement, Medicare will pay for up to 100 days in a skilled nursing facility . While the first 20 days are covered in full, there is a daily coinsurance rate that must be paid starting on day 21. After day 100, seniors are responsible for the entire cost.

Eligibility For Medicaid In Illinois
To qualify for Medicaid in Illinois, seniors must meet certain income limits. The limit for a single person or a married person applying alone is $13,596 per year. A couple can have a combined income of $18,312 per year. There are also asset limits in place. The current limit is $2,000 in countable assets for a single person, or $3,000 for a couple. If one household member is applying, community asset protections apply for the spouses assets up to $109,560.

Note: There currently isnt authoritative data on the average cost of Independent Living Facilities nationwide, so instead, we use the cost of Assisted Living to estimate it. Retirement communities for years have sprouted up near college campuses. Now colleges are developing retirement communities right on campus.
While the specifics differ by college, the effort gives schools a stable stream of revenue while giving senior residents a chance to engage in the culture and keep their minds active. Costs vary and the college retains ownership of the housing, but retirees or their estates are generally refunded much or all of their entry fees when they leave or die.
Lasell University in Newton, Mass., already has done it, opening in 2000. And Arizona State University in Tempe, Purchase College in Purchase, N.Y., and Berry College in Rome, Ga., are in the midst of creating senior living projects.
The template at these schools is that retirees pay an entrance fee and then a monthly fee in exchange for housing and access to academic courses and other activities on their campus. The housing typically includes cleaning, a meal allotment, and other amenities like transportation to doctors offices.
We explored five or six communities in the Boston area and selected this one because it has the additional benefit of keeping our brains working, says Bob Danziger, an 85-year-old retired real-estate developer who moved into Lasell Village with his wife in 2014.
