The Veterans Aid and Attendance Benefit is commonly known as the VAs Best Kept Secret. While Medicaid is the biggest form of government financial support offered for long-term care, there are other options for some individuals. For example, New Jersey offers a limited number of benefits for at-home services through a waiver program known as Medicaid Managed Long Term Services and Supports . There are also the New Jersey State Veterans homes located in Menlo Park, Paramus and Vineland.
The VA pension benefit is one financial resource available to qualifying veterans. It helps veterans, along with their spouses, with unreimbursed medical expenses. While there are strict eligibility requirements, being totally broke is not one of them. There are some income and asset qualifications, but eligibility is mainly defined as being over 65 years old or homebound and in need of regular aid and attendance, meaning medical or other care is necessary at your home, in an assisted living facility, or at a nursing home.

However, the Division of Aging Services is the administrative agency that provides oversight for all programs and services on aging. DoAS is the home of the states adult protective services and also conducts all Medicaid clinical eligibility and quality assurance.
Assisted Living Benefits From The Veterans Administration

The VA offers increased pensions to pay for assisted living care.
Veterans and survivors may be eligible for Aid & Attendance or Housebound allowances. These types of allowances are paid on top of the regular monthly pension. They are sometimes referred to as a VA assisted living benefit, improved pension, or veterans elder care benefits. These benefits are designed to help senior and disabled veterans pay for care offered from an assisted living facility.
While the specific benefit amount depends on your Maximum Annual Pension Rate category, qualifying for Aid & Attendance or housebound status can offer thousands in additional pension benefits each year. A housebound veteran without dependents can get an additional pension benefit of $2,923 annually. A veteran without dependents who qualifies for Aid & Attendance can get an additional $8,796 annually. Note that you cant receive both an Aid & Attendance and Housebound benefit, only one or the other.
Eligibility: VA pension eligibility is required, which means you must meet certain income and active duty requirements. Additionally, veterans must also be age 65 or older with limited or no income, totally and permanently disabled, a patient in a nursing home receiving skilled nursing care, receiving Social Security Disability Insurance, or receiving Supplemental Security Income.

What Is A Veterans Pension
A Veterans Basic Pension Benefit is an income program available to veterans and to the surviving unmarried spouse of a deceased veteran. To be eligible, a veteran must have served in the active duty of the military or a qualified support organization for at least 90 days with one of those days being during a period of a declared war .
Service in combat is not required, only that the veteran was in the military service during wartime and was honorably discharged. Charts showing the dates of declared wartime service are listed below.
There is a sister benefit to the Disability Pension called Compensation. This is for veterans who are disabled because of injuries or illnesses incurred while on active duty. Compensation is generally the more desirable benefit for several reasons but we will not go into this subject on this site. This site is limited exclusively to the Aid and Attendance Pension Benefit.
A veteran household generally cannot receive both a Pension and Compensation benefit at the same time. A decision must be made as to which benefit is better and the veteran must choose only that benefit.

Typically, these centers are open during normal business hours. Care and supervision are provided in a group environment making adult day care one of the most cost effective ways to care for elderly veterans that require near constant supervision. The VA offers adult day care in many of its medical centers, as do state veterans homes. However, veterans are not required to receive assistance in either of these locations. They are welcome to find other adult day care centers in their communities.
Adult day care is covered by VA Health Care for eligible individuals with a need. Fees are determined according to the veterans Priority Group. Adult day care is also quite frequently paid for using VDC. Veterans pensions, principally the Basic Pension or the Aid and Attendance Benefit allow the recipient to spend the benefit on whatever type of care they require. Therefore, it can be used to pay for adult day care. CHAMPVA for Life and TRICARE for Life do not pay for adult day care.

New Jerseys tax system is based on six or seven brackets ranging from 1.4%-8.97%. 2.7% and 4.6%. New Jerseys state sales tax is 7% and all retail sales are taxable unless they are exempted by law specifically. There is also a use tax for goods and services that are purchased and either New Jersey sales tax is not collected or it is collected at a lower rate than the New Jerseys sales tax rate.
New Jersey taxes all real and tangible property located in New Jersey unless it is specifically exempted. Real property taxes are based on 100% of the market value. In New Jersey, property tax payments are due in four installments, on February 1, May 1, August 1, and November 1. There are some homeowner property tax relief programs that are available to those who qualify.
New Jersey does collect an inheritance tax. In addition, New Jersey also imposes a separate estate tax. The estate tax may be applied even when no New Jersey inheritance tax is due. Medicaid will pay for assisted living in New Jersey for those that demonstrate financial or personal care needs. Some facilities are contracted through the DOHS to provide care for residents and offer two programs:

VA community living centers are similar to a nursing home and designed to support veterans of all ages with 24-hour skilled nursing care, restorative care, access to social work services, and geriatric evaluation and management. Some centers also provide mental health recovery care, special care for veterans with dementia or other cognitive deficits, respite care, palliative care, and hospice care.
